Ordering Goods

Payment for Goods

Prices are:
inclusive of Goods and Services Tax, duties and other charges imposed or levied in New Zealand in connection with the supply of goods.
exclusive of any taxes, duties or other charges imposed or levied overseas in connection with the supply of goods outside of New Zealand.
exclusive of postage and packaging charges.
Ownership and title in the goods does not pass to you until we have received payment in full.
Price changes
We reserve our right to increase or decrease our prices without prior notice at any time.
Delivery of Goods
If your postal address is in New Zealand, we will strive to have the ordered goods dispatched and delivered to you within 10 working days of your order being placed with us.
If your postal address is outside New Zealand, we will use our best endeavours to have the ordered goods dispatched and delivered to you within 30 working days of your order being placed with us. We will charge you more for postage and packaging according to international postal rates.
Plumbing, Gasfitting and Drainlaying Industry Training Organisation Limited will not be liable for any delay in delivery of the ordered goods.
Damaged or Missing Goods
Risk of loss or damage to the goods passes to you upon dispatch of the goods to your postal address. However if , the goods are damaged or faulty when they are delivered to your postal address, please advise us, and return the damaged or faulty goods to Plumbing, Gasfitting and Drainlaying Industry Training Organisation Limited within 5 days of those goods being delivered. Plumbing, Gasfitting and Drainlaying Industry Training Organisation Limited will consider whether to replace the goods or provide a refund to you.
If the goods fail to arrive at your postal address within a reasonable time following your order being placed, please notify us. We may replace the goods free of charge.
Plumbing, Gasfitting and Drainlaying Industry Training Organisation Limited will comply with its obligations pursuant to the Consumer Guarantees Act 1993.
Return of Goods
If you change your mind regarding the purchase of goods after you have placed your order with us, please contact us to advise that you no longer require the goods.
We will decide whether to substitute those goods ordered for other goods of the same or lesser value or to provide a refund to you. The decision shall be wholly ours, and we are not obliged to accept 'change of mind' returns.
If we decide to substitute the goods or provide a refund to you, we will notify you, and will require the goods to be returned to us in the same condition as when the goods were dispatched and within 5 days of those goods being delivered to your postal address.
Any postage and packaging charges on returned goods are non-refundable.
Policy – payment of fees, payments, withdrawals, cancellations and refunds
Payment of Training Fees
Ministry of Education (MOE) A Guide to Student Enrolments, 31 August 2002 paragraph 14.4.1 states that – Students must pay tuition fees and course related costs as required by the Education Act 1989. Section 227(2) of the Education Act states that – No domestic student shall be or continue to be enrolled in a course of study or training – unless there have been paid – the tuition fee (and) all other fees''. Effectively this means that an Application for Enrolment/Training Agreement is not secured unless payment of fees, or a contract to pay fees, in full, has been made.
Application Fee
An Application for Enrolment fee is not required for a trainee entering into a training agreement.
Invoices
An invoice is issued once the Application for Enrolment/Training Agreement (see above procedures for enrolment) has been accepted. A student is enrolled when the invoice is paid in full. The invoice is due for prompt payment within eight (8) days of receiving the invoice and must be paid in full prior to the start of training.
Confirmation of Enrolment
This will be provided in the form of a receipt for payment of fees which are due eight (8) days after receipt of the invoice and before training starts.
Payment Options
Trainees have two options for payment:
Part payment on confirmation of acceptance. NB: This only applies to Plumbing Gasfitting & Drainlaying trainees, not Roofing.
Full payment on confirmation of acceptance. NB This applies to all Roofing trainees and is an option for Plumbing, Gasfitting and Drainlaying trainees from further fee increases.
Part Payment
This option spreads the cost of training across the full period of your study. This option does not protect you from fee increases which the ITO makes from time to time.
Full Payment
This option is required for all Roofing trainees. It is also offered to all Plumbing, Gasfitting and Drainlaying trainees, as once paid you are protected from further fee increases.
Withdrawal From or Cancelling a Training Agreement
Withdrawal from any training agreement must be submitted formally in writing to:

The Plumbing, Gasfitting and Drainlaying Industry Training Organisation can not be held responsible for life circumstances that may affect a trainee's programme of training.
If a withdrawal is made at any stage during the training agreement eligibility for a refund of training fees will be assessed on a case-by-case basis. In all cases an administration fee will apply of 10% or $500 whichever is less (as laid down in the Education Act 1989,)
In general any other refund is determined on a case by case basis by:
- the nature of the reason for withdrawal
- time spent in the training programme
- direct costs incurred by the ITO.
Refund of FeesSimply deciding to not continue the training or dropping out means training fees are usually non-refundable and will be determined on a case by case basis. You must clearly state your reasons for withdrawing in your notification.
Should a trainee need to withdraw and not be eligible for a refund, the student may enter into another training agreement within one year and retain any left over value. The re-enrolment of a training agreement will be at the applicable cost for the type of training that the individual is accepted into. If training fees have gone up in the mean time, the individual will need to meet the existing training fee levels.
Deferments As per Ministry of Education guidelines, deferments are not recognised and hence will be treated as a withdrawal. Please see withdrawal policy above.
